How accessible is JSF?

I am currently working for an organisation that has accessibility high in it's requirements list. Accessibility has many sub-requirements but maybe one of the most painfull requirements is that fact that your web app must work in browsers without Javascript.

One big question pops up in this case: how accessible is JSF ? JSF being the standard pushed by Sun and the JSR community, must have an answer to this otherwise the standard wouldn't be very usefull, would it?
